Nono - you've misunderstood. The major roadworks only *expect* delays - they aren't necessarily actually delayed.
You could compare major roadworks with your standard "glass half empty" guy renowned for him pessimism.
i hadn't considered that major roadworks might actually be a person. an army major no less.
