this is quite up to the usual numbering standards as the number is stuck on the outside of the glass. but it's nearly the same isn't it ?

Nearly... if TfL numbered the posters as well as the enclosures it could get very confusing:
"Timothy: you've put a number 12 into number 34! I wanted a number 34 in number 12!"
