There's an alternative meaning which wouldn't require a stopwatch.
If he closes the gardens immediately after the sun sets then the gardens will indeed be closed one hour after sunset, providing noone opens them again in the interim. They will also be closed in the middle of the night and one minute before he opens them again the next morning.
Obvious, really, when you think about it too much.
a very nice explanation. but perhaps a little obscure for most of the park users who will be looking forward to a brisk dusk walk
