depending on how old you are, this might be a really easy thing to guess (or not).

it's some genuine old fashioned scales like they used to have in confectionary shops.
for me it oozed memories of buying a quarter of cola cubes on a saturday afternoon. for our friend em it made her think of being weighed as a little teeny weeny baby.
they put sweets as well as babies in that thing? sounds kinda weird! although, cola cubes sound quite nice.
