While the horizontal repetition seems to be camera shake or movement since it is mostly consistent,
the vertical repetition changes, therefore appears to be something real or changing.I'm sure you are not so cleaver as to do a regular raster scan by hand.
White/red/yellow could be reflections of cars going by, but whats the green?.
I give up!

the black part looks like a cow to me... there's a little white circular smudge that looks like his eye, the blue going across the black looks like a collar, you can see his ears and his nose rather distinctly.

it reminds me of one of those old smudge tests ("now what do you see?")
