this chap has a very strange head and oddly bent feet. and he seems to be picking up that poo without any gloves on.

Looks a bit like a storm trooper (in negative?), in which case I would imagine not using a bag would not be a problem. But then, maybe sign should say, "Clean up after your K-9"
