I took a picture just like this once. It was in Canada, and these metal pipes were arranged like this on a small road to keep elk from getting on the freeway.
this particular one (and the one to come) were taken up at the top of City Hall and i think it was just a wall decoration.
But I bet there were no elk on the wall or roof of City Hall, so the anti-elk grid-thing must be working.
