look. i didn't notice this at the time, but each of the pigeons scrabbling around on the floor has a gardian angel pigeon looking out for them up on the fence (with St Paul's in the background)

er, I may be wrong but I think those are seagulls on the fence, not pigeons...
The pidgeons on the fence are doing an excellent impression of seagulls

ooops. i think you are right. whatever they are they represent angels i'm sure !
I read about this in The Gardian today.
i find it humourous that the birds keep to themselves.
